Delivering DfE Capital Funding: Turning CIF, SCA and DFC into successful education projects

The Department for Education (DfE) capital funding cycle continues to provide significant investment across School Condition Allocation (SCA), Condition Improvement Fund (CIF) and Devolved Formula Capital (DFC).

For schools, academies and colleges, this funding represents a major opportunity to improve estate condition, enhance safety and invest in long-term sustainability. However, the real challenge lies not in securing funding, but in delivering it effectively.

At Potter Raper, we support education clients in bridging the gap between funding approval and successful project delivery.

From funding to delivery

Education estates face a unique set of pressures:

  • Live operational environments with limited disruption tolerance
  • Tight compliance and statutory requirements
  • Condition-led priorities across ageing buildings
  • Cost and programme constraints
  • Increasing sustainability expectations

Without coordinated technical and commercial support, even well-funded projects can face delays, inefficiencies or delivery challenges.

Common pitfalls in delivering DfEfunded projects

Even well‑planned education projects can encounter avoidable challenges. The most frequent issues we see include:

  • Incomplete early surveys: Missing or outdated condition data often leads to scope changes, cost increases and programme delays.
  • Unclear project briefs: Ambiguity around priorities or outcomes can result in design revisions and contractor disputes.
  • Insufficient CDM planning: Late consideration of Principal Designer duties can create compliance risks and disrupt delivery.
  • Market and procurement pressures: Limited contractor availability, rising material costs and long lead times can impact programme certainty.
  • Working in live environments: Poor phasing or communication can cause operational disruption and safety concerns.

Addressing these risks early is essential to maintaining compliance, cost control and programme certainty.

How we support CIF, SCA and DFC delivery

We provide integrated support across the full lifecycle of education projects:

Funding and strategy – Supporting CIF applications and capital planning aligned with DfE requirements.

CDM and Principal Designer duties – Embedding compliance and safety from the outset.

Condition and risk assessment – Identifying priorities and informing clear, deliverable strategies.

Commercial and project control – Managing cost, programme and quality throughout delivery.

Sustainability and decarbonisation – Supporting long-term estate improvement and alignment with net-zero objectives.

Supporting education clients

We work with schools, academies, colleges and universities across the UK to turn capital funding into safe, functional and future-ready learning environments.

Our experience spans condition-led refurbishment, new build, phased delivery in live schools, and compliance-focused programmes. A selection of recent projects includes:

Mulberry Academy London Dock Secondary School, Tower Hamlets
The construction of a new five-storey secondary school on a constrained urban site. The school was designed and built to Passivhaus certification standard, achieving a specific annual heating demand. One of only a handful of buildings in the world to reach this standard at the time of completion. We acted as Quantity Surveyor, Employer’s Agent and Clerk of Works.

Lancasterian & Vale Primary School, Haringey
Commissioned by the London Borough of Haringey to carry out an urgent non-compliance and condition survey, identifying defects with the potential to cause harm or force closure. Works followed, including roof repairs, fire door replacement, fire alarm upgrades, and drainage remediation, delivered as Quantity Surveyor, Building Surveyor and Principal Designer.

GDST Bromley High School – RAAC Works
Emergency RAAC removal works at Bromley High School, acting as Quantity Surveyor, Employer’s Agent, Project Management, Building Surveyor and CDM Principal Designer throughout.

Ormiston Rivers Academy, Burnham-on-Crouch
Construction of a new single-storey building to provide additional teaching space for a growing academy, including five classrooms, a group room, and associated external works. Appointed as CDM Principal Designer.

Hill Park School, Brighton
New build and refurbishment works for a school for pupils with Special Educational Needs, creating additional teaching spaces, improved accessibility and versatile outdoor learning areas. We acted as Quantity Surveying and CDM Client Advisor.
