Hosted at Birketts’ Cambridge office, The Housing Forum is the cross-sector membership network for housing and construction, and the day forms part of a wider programme exploring strategic planning, policy and delivery across the East of England.

Claire Flowers joins the leadership panel
Claire Flowers, Partnerships Director, will join a panel discussion on new models of leadership for regional housing delivery. Chaired by Alex Notay, Chief Executive of The Housing Forum, the panel brings together senior leaders from across the housing sector: Alex Savine, Assistant Director Planning and Place at The Cambridge Growth Company; Kelly Hillman, Group Director, Public Land and Place at Vistry Group; Lizzie Sears, Development Manager at The Crown Estate; and Jamie Hunter, Development Director at Hill Group. The session follows presentations on the regional market and housing policy, and will consider how public and private sector partners can work together to deliver more homes across the region, drawing on live examples from current schemes.

Claire’s experience
Claire has over 20 years’ experience in the housing sector, working closely with local authorities, housing associations and the Greater London Authority to establish and deliver successful partnerships. At Potter Raper, her work focuses on structuring and managing strategic partnerships across the public and private sectors. Claire has worked on the Cambridge Investment Partnership since 2018 and became Potter Raper’s Partnerships Director in 2024. Under her leadership, the partnership between Cambridge City Council and Hill Group has delivered over 1,000 new homes in under five years and was named Development Team of the Year at the Inside Housing Awards 2021. Claire is currently providing project and strategic support to the Cambridgeshire and Peterborough Combined Authority on its Strategic Place partnership with Homes England set up to support investment aligned with Mayoral ambitions.

The day concludes with a site visit to Marleigh Park, Cambridge, led by Hill Group. Michael Bull, Rory Lowings and Stephen Medhurst will also be attending, giving the wider Potter Raper team the chance to connect with local authorities, developers and housing associations working across the region.
