Pre-construction and early works continue to progress on the HAP Regeneration programme in Tower Hamlets, where we are providing Quantity Surveying and Employer’s Agent services for the London Borough of Tower Hamlets. Vistry Group is the appointed developer for this scheme.
About the project
The HAP Regeneration programme involves the phased redevelopment of an existing housing estate within the borough. Procured under a JCT Design and Build contract, the scheme will deliver new residential blocks, Buildings A and B, with a focus on Building Safety Act compliance and community benefit. Both buildings have been submitted to the Building Safety Regulator (BSR) for determination.

Latest progress
Site-wide enabling works continue to advance, including:
- Completion of an Openreach service diversion
- Pile mat installation to Blocks A and B
- Drainage diversions, targeted for completion by the end of June.
Remediation works are also due for completion this month, enabling compound setup to begin in July.
Statutory consultation with the Building Safety Regulator is expected to commence in June. A meeting held with the BSR on 8th June confirmed acceptance of the independent reviewer’s CFD modelling, supporting the scheme’s compliance position.

Our role
We are providing full Quantity Surveying and Employer’s Agent services throughout the PCSA and construction phases.
Our Quantity Surveyors manage the financial process, including valuations, cashflow forecasting, and advise on the ESCo procurement and other specialist packages.
Our Employer’s Agent chairs PCSA meetings, issues instructions and monitors compliance with condition precedents ahead of the Notice to Proceed.
