Stephen is a Senior Quantity Surveyor with over forty years’ experience in the construction industry, covering all services from feasibility estimates at project inception, through design development cost planning, to final account agreement. With extensive expertise in tender and contract preparation, negotiation, project delivery on site, and agreeing final accounts, Stephen ensures that our clients’ interests are always protected.

Stephen has worked for a local authority, several professional consultancies, major contractors, and has managed a small construction company. His consultancy clients have ranged from individuals building their own homes to the UK’s largest retailer. This breadth of experience enables Stephen to deliver value for money and provide clients with the clarity and confidence they need to make informed decisions.

Since joining Potter Raper in 2016, Stephen has:

• Provided comprehensive Quantity Surveying services from feasibility costing through to final account agreement.
• Led tender and contract negotiations, balancing robust client protection with fair and practical risk allocation.
• Supported projects across a diverse client base, ensuring financial control and transparency at every stage.
• Mentored and guided less experienced team members, helping them gain valuable, hands-on industry experience.
