Our Partnerships & Joint Ventures team is led by Claire Flowers, our Partnerships Director, whose 20-plus years in the housing sector span both public and private clients, including Local Authorities, Housing Associations and the GLA.

Recent Projects:

Cambridge Investment Partnership – Public-Private Partnership
A public-private partnership between Cambridge City Council and Hill, established in 2017. We have supported the partnership since 2018, providing Quantity Surveyor, Employer’ Agent, Project Management, Clerk of Works and Joint Venture Supervisor services across 9 projects, delivering 717 homes together with community centres, nurseries, open space and retail units. Our long-standing involvement has allowed us to bring continuity, wider industry insight and a professional approach that supports the partnership’s ongoing success, while understanding the different drivers each partner brings to the table. Our support has included setting up the contractual framework, aligning agreements between the Council and CIP, advising on affordable housing agreements to ease cashflow, and producing standard Employer’s Requirements to give cost certainty across the programme.

West Thamesmead Gateway – Residential Regeneration
A large-scale regeneration scheme delivering 1,750 homes for Peabody Trust, procured through an innovative reverse Section 106 Agreement. We acted as JV Supervisor, providing commercial governance, partner-side reporting and oversight of JV obligations, alongside Employer’s Agent and Monitoring Surveyor roles. Our work included continuous risk management, cashflow monitoring and commercial advice to support a transparent and well-structured partnership.

Bagpuize, Sovereign Network Homes & Barratt Homes, Kingston – Residential Joint Venture
A joint venture between Sovereign Network Group and Barratt Redrow to deliver 660 homes on the edge of Kingston Bagpuize in the Vale of White Horse, Oxfordshire. The scheme includes 231 affordable homes, a 70-bed extra care facility and a new primary school, with completion phased through to 2032.

Whitings Road and Moxon Street, Barnet Homes & Bugler – Residential Redevelopment 
Redevelopment of two general fund sites at Whitings Road and Moxon Street, delivering 56 new homes (35 at Whitings Road and 21 at Moxon Street) with over 50% affordable housing. The scheme is being delivered through a Collaboration Agreement and JCT Design and Build contract with Bugler. We are acting as Employer’s Agent and Quantity Surveyor, monitoring the build process from PCSA through to completion and providing cost certainty to Barnet Homes throughout delivery.
