About the Scheme
East Barnwell is a flagship development for Cambridge City Council, transforming the existing local centre at Barnwell Road, Cambridge into a vibrant mixed-use neighbourhood. Phase 1 is currently on site, delivering 54 new homes alongside a community centre, library, pre-school, commercial space, car and cycle parking, and landscaping.
A Sustainable Development
Sustainability is at the heart of the scheme. All residential units are designed to be low-energy and cost effective to run, with energy-efficient ventilation and heating systems. The scheme also features photovoltaic panels, green roofs, and exceeds the 20% Biodiversity Net Gain target.
Our Role
Potter Raper has been appointed to provide Quantity Surveying, Employer’s Agent and Clerk of Works services across the phased delivery of the scheme. Our involvement has spanned the full project lifecycle, from planning application support, and preparation of Employer’s Requirements, through to on-site quality assurance during construction.
We led on the development of a robust decant strategy for Phase 1, which involved engaging with multiple stakeholders and shared access and servicing arrangements with neighbouring buildings. A bespoke engagement tracker was developed to manage coordination across resident groups, commercial tenants, council teams, and statutory consultees.
Managing a Complex Delivery
A key challenge on this scheme has been the careful sequencing between phases. Phase 2 cannot commence until Phase 1 is complete, and the phasing strategy has been designed to ensure continuity of services for residents and businesses, including temporary retail accommodation and the re-provision of off-site sport facilities at the neighbouring Abbey Leisure Centre. The Joint Venture partnership has enabled extensive upfront design and survey work, allowing the team to take a proactive approach to managing risk and meeting funding programme targets.
Delivering Long-Term Value
Phase 1 is due to complete in winter 2026/27, with Phase 2 to follow and complete in 2029. East Barnwell is a demonstration of our commitment to delivering complex, community-focused regeneration that creates lasting value for residents, the Council, and the wider Cambridge community.
