We are nearing completion of a major Stock Condition Survey programme across the Harlow area, delivered on behalf of Harlow Council. The programme, due to complete this month, covers 3,334 residential properties and 258 residential blocks, providing essential data to support long term asset management, capital investment planning, and compliance monitoring.

Assessing the Condition of Harlow’s Housing Stock
Our surveyors have inspected a diverse mix of houses and flats across the borough, assessing the physical condition and lifecycle of key building components, including:

Roofs and external walls
Windows and doors
Kitchens and bathrooms
Heating and mechanical systems
Communal and block level elements

All survey data has been captured using Harlow Council’s own asset management software, ensuring full compatibility with their existing systems and enabling efficient reporting and analysis.

Coordinated Resident Engagement and Access Management
Delivering a programme of this scale required strong communication and careful coordination. Potter Raper managed all survey appointments across the housing stock, working closely with both the Council and residents to maximise access and minimise disruption.
